Shri Anand Khare, Member (Services), brings 36 years of extensive telecommunications experience to the Department. He spent over 19 years with BSNL, rising to DE/DGM, and then served as a Project Manager at TCIL for five years, overseeing World Bank-funded projects in Sri Lanka and Zimbabwe. As General Manager in Ropar, Punjab, he significantly expanded rural mobile services. He represented BSNL on the EIG Consortium Management Committee, managing a 15,000 km submarine cable project from India to the UK. He also served as PGM (Material Management, Mobile and CFA) at BSNL CO for seven years. Prior to his current role, he was Addl DG DoT in Madhya Pradesh and Chhattisgarh. Mr. Prakash R holds the designation of “Technical Expert” in Centre for Development of Telematics (C-DOT). He has been working as a researcher in the telecom industry for the past 29 years. His current interests include Software-intensive Telecom Systems, Wireless Networks (4G/5G/6G), Data Networks, Cloud Computing, Software Defined Networks, Open Source and Standardization. Mr. Prakash completed his B.Tech at R.V.College of Engineering, Bangalore in 1993. He has been working in C-DOT since 1994 in various roles as a Research Engineer, Team Leader, Senior Program Manager, Business Unit Head/Division manager and is currently holding an Executive position. He has worked on various aspects of telecommunications including Digital Switching Systems, Voice-over-IP, Internet Telephony, Fault-tolerant Systems, Software-intensive Telecom systems, Organizational Processes (CMMI), Intellectual Property Rights (IPR), Organizational Change Management and creating Marketing department in C-DOT. He is currently the coordinator for the following programs: 4G/LTE Radio Access Network, 5G and ERP Implementation at C-DOT. He is also responsible for C-DOT Academic Research Engagement (CARE) Program and other R D collaborations. He is a member of the technology roadmap and strategic planning group in C-DOT. He is an IEEE Senior Member, IETE Fellow and ACM Member and also serves as Chair in the Study Group Networks of TSDSI.

Dr. Vinosh Babu James leads the technical standards engagement for Qualcomm in India. He engages Indian & regional stakeholders on matters related to radio standardization, harmonization and regulation. Vinosh joined Qualcomm in 2011, and has served in several roles spanning engineering and standardization. He has a Ph.D. in Electrical Engineering from the IIT Madras, with specialization in wireless communication. He has held several technical roles, including serving as the Chairman of the 5G working group in TSDSI. He is also a senior member of the IEEE.

Prior to joining Access Partnership, Renuka Rajaratnam worked on national economic development, digital transformation and policy thought leadership projects at the Boston Consulting Group and The Economist Intelligence Unit. There she supported and led engagements for Asian governments, corporations, and multilateral organisations. Ms Rajaratnam has also worked in the Singapore government’s trade promotion arm, Enterprise Singapore, providing market intelligence and analysis on key trade trends. During her career, she has represented Singapore at an ASEAN secretariat meeting and has spoken at regional conferences on establishing National CERTs, the growth outlook for Asia and the ASEAN Economic Community.

Shri Hanumantha Rayappa, a senior scientist in ISRO, is currently working as Director, SATCOM Programme Office at ISRO HQ, Bengaluru. He is dealing with frequency management, satcom applications, ground segment, capacity management and satcom planning. His contribution is significant in the planning & realization of Gateways for High Throughput Satellites. He has been a key player in rollout and operations of SatCom networks for societal applications, like Telemedicine, Tele-education, VAST connectivity, Disaster Management, Search & Rescue, etc, which have a greater social relevance. He has contributed for proliferation of NavIC and GAGAN solutions into various applications. He has played an important role in formulating the new policy and guidelines in the Satcom area.

He is a recipient of two Team Excellence Awards of ISRO and IETE – R S Khandpur Gold Medal for tele- education & tele-medicine applications.

Radha Krishna Ganti is an Associate Professor at the Indian Institute of Technology Madras, Chennai, India. He received his B. Tech. and M. Tech. in EE from the Indian Institute of Technology, Madras, and a Masters in Applied Mathematics and a Ph.D. in EE from the University of Notre Dame in 2009. He is a co-author of the monograph Interference in Large Wireless Networks (NOW Publishers, 2008). He received the 2014 IEEE Stephen O. Rice Prize, and the 2014 IEEE Leonard G. Abraham Prize and the 2015 IEEE Communications society young author best paper award. He was also awarded the 2016-2017 Institute Research and Development Award (IRDA) by IIT Madras. In 2019, he was awarded the TSDSI fellow for technical excellence in standardisation activities and contribution to LMLC use case in ITU. He was the lead PI from IITM involved in the development of 5G base stations for the 5G testbed project funded by DOT.

Dr. Rajeev Shorey received his Ph.D. and M.S. (Engg) in Electrical Communication Engineering from the Indian Institute of Science (IISc), Bangalore, India in 1996 and 1991 respectively. He received his B.E degree in Computer Science and Engineering from IISc, Bangalore in 1987.

Rajeev’s career spans several reputed industrial research labs and academic institutions in India and the USA. He was the former CEO of the University of Queensland – IIT Delhi Academy of Research (UQIDAR) at IIT Delhi (2020 – 2023). He served as the first President of NIIT University (2009 – 2013). His career in the industrial research labs of multinational companies includes TCS Research & Innovation, General Motors (GM) India Science Laboratory, IBM India Research Laboratory and SASKEN Technologies. Rajeev serves as an Adjunct Professor in the Computer Science & Engineering department at IIT Delhi. He is an Honorary Professor at the University of Queensland, Australia, SRM University, Andhra Pradesh and LNMIIT, Jaipur.

Rajeev’s work has resulted in more than 75 publications in international journals and conferences and several US patents, all in the area of wireless and wired networks. He has 13 issued US patents and several pending US patents to his credit. Dr. Shorey serves on the editorial board of the IEEE Internet of Things Journal and Springer’s Journal of Wireless Networks. His areas of interest are Wireless Networks including 5G Networks, Telematics, IoT, Industrial IoT, IoT Security and Automotive Networks, including the intersection of AI, Machine Learning and Communication Networks.

For his contributions in the area of Communication Networks, Rajeev was elected a Fellow of the Indian National Academy of Engineering in 2007. He was recognized by ACM as a Distinguished Scientist in December 2014. He was elected a Fellow of the Institution of Engineering and Technology (IET), UK in 2021.

Rajeev serves on the Executive Council of ACM India and the Executive Council of IEEE ComSoc, Delhi Chapter. He is the co-founder & steering committee co-chair of two of the highly reputed international conferences – COMSNETS (www.comsnets.org) and AIMLSystems (www.aimlsystems.org). Rajeev serves on the advisory board of several start-up organizations and evaluation committee of several IT related projects of the Government of India.

Jishnu is a Principal Architect in CTO’s office at Tejas Networks. He is driving the company’s long term technology roadmap. He is actively engaged in contributing to development of standards at the ITU-T SG15, ITU-R WP-5D and 3GPP RAN1/SA2, and successfully coordinated TSDSI efforts for inclusion of TSDSI’s 5Gi in IMT2020 at ITU. Earlier, Jishnu steered development of the CPRI Fronthaul standard at TSDSI. He has filed for 16 patents and is currently focussing on 5G-Adv evolution, IIoT and network slicing.

J Sofi, a scientist in ISRO is currently working as Deputy Director for Frequency Management area in, SATCOM Programme Office at ISRO HQ, Bengaluru. She is responsible for frequency management activities which involves ITU filings and frequency coordination for all ISRO missions, Communication satellites, remote sensing satellites ,space science and inter planetary missions and is involved in satellite planning activities. She has contributed towards preparation of inputs to Working Party and WRC’s towards augmentation of orbit-spectrum resources for ISRO missions. Her contribution has been significant in obtaining the extension of validity period of satellite networks during previous WRC, WRC-19.

Mr. Bhatia also chairs the PPDR working groups under ITU and APT. Earlier he was also the President of TEMA – India’s Telecom Equipment Manufacturers Association and Vice President of ATIS -Association of Telecom Industries of Singapore. Mr. Bhatia was earlier heading the international spectrum team of Motorola Solutions Inc. where he worked for over 20 years. Mr. Jitendra Singh has been with Qualcomm since 2009, where he serves as a key interface with regional regulatory and policy-making agencies. Stuart Cooke is the GSMA’s Senior Director of Future Spectrum. He oversees the GSMA’s range of advocacy issues on public policy relating to future spectrum, including World Radio Conferences, working alongside national governments and multilateral stakeholders.

Ms. M. Revathi joined Wireless Planning and Coordination (WPC) Wing as a Group A officer in 1996 through Indian Engineering Services (IES) exam, in the IRRS Cadre (Indian Radio Regulatory Services). She is a recognized Frequency Expert for the Asia Pacific Region, represented India in the Frequency Working Party (FWP) of International Telecommunications Satellite Organisation, Headquarter at Washington, USA. She is a Member of the Radio Regulatory Board of the ITU-R. She assisted DoS as spectrum regulatory expert in dealing International arbitration cases at the International Court of Justice, The Hague. She contributed and attended various meetings on spectrum management at International Telecommunications Union level (ITU) and also at Asia Pacific Telecommunity (APT) regional level.

Shri Gulab Chand holds Bachelor of Engineering (BE) degree in Electronics & Communications from NIT, Durgapur, Joined as a Group-A IRRS officer of 1992 batch in the WPC wing of Department of Telecommunication. Presently, Shri Gulab Chand is working as a Joint Wireless Advisor, RLO Chennai He has more than 30 years of experience in spectrum management. Shri Gulab Chand has a fair understanding of the field of radio-spectrum management/regulations, as worked in the RF spectrum monitoring for 5 years. He participated in various ITU-R meetings held time to time on behalf of Indian Administration. He played a major role in various spectrum auctions in India since 2015.

Shri Gulab Chand is a highly experienced officer in the telecommunications sector and well known for his expertise in policy formulation, regulatory, licensing and spectrum auction work.

Shri Viresh Goel, a 1992 batch Indian Radio Regulatory Services (IRRS) officer, holds degrees in Electronics Engineering and Communication Engineering. Join the WPC Wing/Wireless Monitoring Organisation (WMO) in 1993, he has over 28 years of spectrum management and monitoring expertise. He currently serves as Joint Wireless Advisor, heading the Regional Licensing Office, Kolkata. His career highlights include contributions to the NRSMMS project, a deputation to TRAI focusing on spectrum management for IMT-Advanced services, and significant involvement in ITU and APT meetings, including WRC-2012. He served as Vice-Chairman of CPM-19 for WRC-19. He streamlined the SACFA antenna siting process, achieving a 98% paper reduction and reduced processing times. He also led satellite monitoring initiatives at WMO, and has actively participated in National working Groups for ITU-R and APT meeting contributions.

Shri Munesh Kumar, a 1994 Indian Radio Regulatory Services (IRRS) officer, holds a B.Tech in Electronics and Communication Engineering. With over 29 years in spectrum management and monitoring, he currently serves as Joint Wireless Adviser in RLO Mumbai. He has resolved diverse interference issues and contributed to spectrum planning for PMRTS, CDMA, and GSM networks, as well as RT licensing. He possesses strong expertise in radio spectrum regulations. As Delegation Head, he recently led India's successful participation in the Radiocommunication Assembly (RA) and WRC in Dubai, advancing India's 6G vision. He is recognized for his significant contributions to regulatory, licensing, and spectrum management within the telecommunications sector.

Shri Ritu Ranjan Mittar, a distinguished 1985 batch ITS Officer, having over 35 years of extensive expertise to the telecommunications sector. His career is marked by significant contributions to network development, standardization, and policy formulation. A recognized expert in emerging technologies, Shri Mittar has played a pivotal role in shaping standards for Quantum communication, 5G, IoT, and M2M technologies. His active engagement in international standards bodies such as the ITU, ETSI, and APT underscores his global influence. Notably, he served as Chairman for the prestigious ITU World Telecommunication Standardization Assembly 2024 (WTSA-24), a landmark event held at Pragati Maidan, New Delhi, in October 2024, which convened over 3700 delegates from 160 countries. Currently, he is serving as a full-time member of the Telecom Regulatory Authority of India (TRAI), where he continues to drive regulatory excellence

Shri Manish Sinha is a 1989 batch officer of Indian P&T Accounts and Finance Service. In the service, he has had vital experience in dealing with billing systems and the FMS software in MTNL and thereafter he had experience in Banking and Vigilance sections in BSNL. He has worked in Planning and Procurement Division of Department of Telecommunications followed by another stint in DoT as DDG License Finance. He has dealt with the entre gamut of licenses and spectrum during his stay in TRAI for two and half years. In addition, he has also worked for four and half years in the Department of Post dealing with all Postal services, banking, PLI etc. He has been innovative in his approach and managed to make many useful changes in the Department of Post as well as in Department of Telecommunications.

Shri Manish Sinha is an alumni of St. Stephens College at Delhi University wherein he completed his M.A. in History in 1989. Thereafter, he has done a PG Diploma in Financial Management from IGNOU followed by a MBA from University of Birmingham, United Kingdom. Recently in 2016, he also obtained a M. Phil degree from Punjab University as a part of the APPPA programme at IIPA. He was also a recipient of the Silver Medal in this programme. Subject of research for his M. Phil course was ‘Net Neutrality’.

At present, Mr. Manish Sinha has been appointed as Member Finance of Digital Communications Commission, Department of Telecommunications from 15 th July, 2022

N. Sivasailam holds a Bachelor’s Degree in Mechanical Engineering from Delhi College of Engineering, University of Delhi, an MBA from the Faculty of Management Studies, University of Delhi, a Masters in Social Policy in Developing Countries from the London School of Economics and a PG. Diploma in Intellectual Property Rights Law from NLSIU, Bangalore. He joined the Indian Administrative Service in 1985 and superannuated in April 2020.
N.Sivasailam last served as Special Secretary (Logistics), Department of Commerce in the Government of India. Prior to that he served as Special Secretary in the Department of Telecom in the Government of India. His earlier tenure in the Government of India was in the Department of Personnel and Training as Deputy Secretary. In the Government of Karnataka he has served in various capacities, starting from the latest, Additional Chief Secretary (Department of Public Enterprises); Principal Secretary, Health & Family Welfare and Medical Education; Principal Secretary, Forest, Ecology & Environment; Managing Director, Bangalore Metro Rail Corporation Ltd; Managing Director, Karnataka State Beverages Corporation Ltd; Managing Director, Rajiv Gandhi Rural Housing Corporation Ltd; Project Director IPP-IX, Department of Health & Family Welfare; Chief Executive Officer, Zilla Panchayat, Gulbarga; Joint Secretary, Commerce & Industries Department; Deputy Secretary, Higher Education; Deputy Commissioner, Hassan; Deputy Secretary, Forest; Commissioner, Chitradurga Urban Development Authority; Assistant Commissioner, Kumta; Assistant Commissioner, Jamkhandi.
He takes keen interest in sports and music. He has professional interests in entrepreneurship, Metro Rail, Telecom and Logistics.
Mr N Sivasailam assumed charge as Former Special Secretary DoT and Administrative Member, Karnataka State Administrative Tribunal on 17th June 2020.

Dr. Sendil Kumar Devar is currently responsible for leading standardization and spectrum engagements in India. He works closely with the national, regional and global working groups related to standards and spectrum matters. He actively contributes towards national preparatory views towards the ITU-R, APT, AWG and WRC., He actively contributed in the IMT-2020 process. At Ericsson, he is focused on future spectrum that are subject of the World Radio Conference and support for technical studies. He was awarded Ph.D. in Electrical Engineering with specialization in Wireless Communication from Indian Institute of Technology, Madras., Prior to Ericsson, he worked with research organizations including Samsung R&D, Centre of Excellence of Wireless Technology and Telecom Centre of Excellence. He had contributed to standardization development in both 3GPP2 and 3GPP for HRPD, HSDPA, LTE. He also has a career stint as a mentor in a patent service organization dealing with patents for 4G standards and high-tech industries.

Alan Norman joined Facebook’s connectivity policy team in August 2016 and actively supports Facebook’s Connectivity initiatives. Alan is a long-time advocate for improved broadband and internet access, shared infrastructure, and spectrum for next generation technologies. Recently Alan has been actively engaged on Rural Access, Wi-Fi, mmWave, and 5G. Alan holds a BS in Mathematical Sciences from Stanford University and an MS in Management from Stanford’s Graduate School of Business where he was a Sloan Fellow.

Bashir Patel is Inmarsat’s Regional Advisor for the South Asia, Middle East and Africa (SAMEA) region. He is widely recognized as a highly experienced executive in ICT, satellite systems and defence aerospace. He has over 35 years experience in the high tech industry, working mainly in the telecom sector including satellites and defence industries, both in management consulting as well as in regional regulatory policy, business and market development. He has been working with the Governments throughout the regions and launched satellite communications technologies as far back as mid 1980’s. He is a passionate technologist with experience gained from his time spent in advance aerospace projects in BAe Systems, Inmarsat, ICO Global Communications and prior to re-joining Inmarsat in 2013 as the Chief Operating Officer (COO) of the Commonwealth Telecommunications Organisation (CTO), dealing with 54 Commonwealth Governments around the world.

Heiko graduated from Northeastern University in Boston/Massachusetts with a degree in Business Administration. Before he started working with LS telcom in 1997, Heiko did multiple internships in various market segments including banking, automotive and manufacturing.

At LS telcom, he started off as a product manager for frequency planning and coordination software. Later, Heiko joined the sales team to become regional sales manager. Today, Heiko is leading global marketing and sales operations at LS telcom. During his career at LS telcom, Heiko has been exposed to multicultural experiences dealing with business partners and customers from all over the world. He has participated in numerous international conferences and given speeches about radio communications, professional spectrum management and radio monitoring.

Mr. Peng, Vice President of Policy & Regulatory at GSOA, directs global advocacy on spectrum management, licensing, and national policy. His extensive experience spans telecommunications, mobile, and satellite industries, where he has provided strategic counsel to governments and industry leaders. Notably, at Eutelsat OneWeb, he shaped licensing frameworks for Low Earth Orbit constellations and influenced satellite regulatory procedures for WRC-23. Previously, at GSMA, he led a global campaign to improve mobile operator spectrum licensing conditions, managing a team of policy experts in developing markets. Mr. Peng holds a Master’s in Telecommunication from the Swiss Federal Institute of Technology and an Executive MBA from London Business School. He is fluent in English, Mandarin, and French.

Shri MPS Alawa is working as a Joint Wireless Advisor in the RLO office, New Delhi. Earlier, he was coordinating on various radio-frequency spectrum issues with stakeholders to frame our country views for International bodies, such as ITU-R & APT etc. He has played an important role in formulating National Frequency Allocation Plan-2018. He was involved in drafting Indian contributions to WRC-19 and also participated in WRC-19. He also worked in Wireless Monitoring Organization, where he was involved in carrying out monitoring of radio-frequency spectrum, identification of frequency sub-bands for introduction of new services, ensuring adherence to licensing conditions and assistance to domestic wireless users and foreign administrations.

Punit Rathod (Member, IEEE) received the Ph.D. degree from the Indian Institute of Technology Bombay, India. He has more than 15 years of wireless research and development experience. He has a diverse experience of working as an academic researcher and a co-founder of a startup with deployed equipment in public-safety agencies in India and multinational companies. He has contributed to national and international standardization efforts at 3GPP, IEEE, and ITUR. His recent work has been focused on spectrum and standardization as a Lead-Technical Standards with Qualcomm Standards and Industry Organization.

Mr. Pawan Garg is former Wireless Adviser to the Government of India (head of national spectrum management organization) and was internationally elected Member* of the Radio Regulations Board (RRB) of International Telecommunication Union (ITU), Geneva from 2006 to 2014 (elected as Chairman of the Board for 2013). ITU is the specialized body of UN system for ICT issues.

This specialized ITU Board resolves various issues concerning implementation of ITU Radio Regulations, an international treaty, for planning and use of RF spectrum & satellites globally. Mr Garg has more than 45 years of experience in spectrum management and planning of various radiocommunication services – both terrestrial as well satellite based services. Also during his term as Wireless Adviser to Govt. of India (2002 – 2008), exponential growth of cellular mobile services took place in India and achieved the critical mass for further large growth.

Mr. Garg has widely traveled since 1980 and represented India on the Governing Council of ITU. He has chaired as well as spoken at large number of national and international conferences in his field and published many papers on related issues.
